I have a question about the Gifted and Talented perks, the manual states

Gifted: +X to any Attribute
Talented: Talented: Starting stat of X in any Skill

Does that mean that the player must choose one attribute/skill to benefit the bonus or is it for all attribute/skills ?

My first thought was that "in any skill" should be read as "in any one skill" - in other words, that the character is talented at something rather than everything. Ditto for "to any Attribute."
